How does Edmonton’s derelict property tax work, even hitting million-dollar homes?

A good chunk of the homes cracking the City of Edmonton’s new derelict property list are valued between $150,000 and $550,000 but there are some exceptions, including a $2-million residence on Valleyview Drive in the upscale Parkview neighbourhood.
