Alberta budget replaces years of deficits with $1.1 billion surplus

EDMONTON – Alberta will end its string of six consecutive deficits with a $1.1-billion consolidated surplus this year, but the Redford government will continue to borrow billions for capital programs, Finance Minister Doug Horner said Thursday as he unveiled the 2014-15 provincial budget.
