A Gull Lake property owner has been fined $20,000 for trying to make his own beach without getting the proper permits.

Dale Andrew Mather, 62, was charged in the fall of 2009 and convicted in Red Deer provincial court last Nov. 30 for knowingly altering a shoreline, contrary to provisions of the Alberta Water Act.
