Simons: New federal program no magic cure to labour shortage

EDMONTON – Edmonton-based PCL is a major North American construction company with a specifically Canadian problem. It can’t find enough skilled workers for all the jobs it has.

Its main fabrication plant and assembly yards in Nisku, just south of the city, are particularly busy, building gigantic modular components to be shipped north to the oilsands.
