Despite looming federal spending cuts, higher tax rates and rising health-care costs, small-business owners were more optimistic this month about the future state of the U.S. economy.

More than a third, or 35%, of owners said they expect the economy to improve in the coming year, according to a survey fielded from Feb. 4 to Feb. 13.
