When the town starts taking in development permits for cannabis retail on Oct. 1, they’re doing so on a first come, first served basis. With bylaw restrictions likely limiting the amount of retail locations to three, that means those trying to plan and start a dispensary in Cochrane have a stressful couple of weeks ahead of them.
