As a barometer of economic wellbeing, housing starts have slowed through much of Alberta. Reports from the Canada Mortgage and Housing Corp. show serious declines in home construction starts in Edmonton, Calgary and other regions of the province. But in Lethbridge, figures from the city’s building permit officials tell a different story.
