The City of Edmonton stunted Leduc County’s growth by planning to annex county land without negotiations, wrote the county’s mayor Tuesday.

In a letter sent to Leduc County residents, Mayor John Whaley said Edmonton’s plan to annex 38,000 acres of county land including the International Airport “threatens the economy.”
