The Emerald Sky condo project in Kincora has been put on hold, affecting more than 250 families and the developer is blaming city planners.
In a letter sent to buyers obtained by the Sun, Randy Klapstein, CEO of the Carlisle Group, wrote: “It became apparent very early in our meetings with the Planning Department that they were going to insist on exercising a great deal of discretionary control over the development of this site. During our discussions they presented a number of ideas that they had and instead of debating at length over these issues, we simply conceded to many of them, rather than suffer additional delays.”
