OTTAWA — Alberta is getting a special $30-million payment to be used to clean up “orphan wells” — and boost employment in a slowly recovering energy industry — in Wednesday’s federal budget, even as new tax changes could negatively affect drilling of new oil and natural gas wells in the province.
