Question 1: The owner in the unit above me removed their carpet and put down hardwood flooring, without first seeking permission from the condo board. The property manager has now advised the owner to put the carpet back into the unit, since they had no prior approval. The owner has failed to do so. The board has refused to fine the owner for failing to following the instruction of the board to put back carpet. What can I do? Please help!
