EDMONTON – People arguing for and against a development plan for Edmonton’s Horse Hill region packed City Hall Monday afternoon.

Fifty-four people registered to speak to council about the area structure plan, prepared by Stantec Consulting for major land holders in the area.

As it stands, the plan calls for a series of neighbourhoods that would one day house more than 70,000 people.
