At an open house held on Oct. 9, Strathcona County council heard reasons for instituting limits on property tax increases and establishing performance measures.

Roger Simkin, a county resident since 1978, proposed two tools to control municipal spending, including creating a bylaw for limiting property tax increases and establishing performance measurements for every county department and program.
