Keith Gerein: Knack struggles to find the right tone in first state of city speech (Edmonton)

Mayor Andrew Knack’s first “state of the city” address last week was a bit of a surreal affair, in the sense that Knack was essentially speaking to what might be considered Tim Cartmell’s audience — with Cartmell literally in the audience.
